Melinda Baird is an attorney in private practice
in LaFollette, Tennessee who
has worked in the field of special education law since 1985. She exclusively
represents school systems in special education matters pursuant to the Individuals
with Disabilities Education Act, Section 504 of the Rehabilitation Act of 1973, and
related laws.
Ms. Baird formerly served as an attorney in the Office of Special Education
Programs for the Tennessee Department of Education and as Associate Publisher
for Education and Disability Publications for LRP Publications. In addition to her
frequent national, state, and local presentations, Ms. Baird produced a monthly
audiotape update on special education law for nine years and has written and
produced a series of videotapes on the implementation of the laws governing the
provision of special education and related services. Ms. Baird is a member of the
Special Education School Attorneys Advisory Council, and a contributing author to
Special Education Law and Practice, published by LRP Publications.
